Comma before or after a ? in a citation

Robert D. Drain & Elizabeth J. Schwartz, Are Bankruptcy Claims Subject to the Federal Securities Laws?, 10 Am. Bankr. Inst. L. Rev. 569, 607 (2002)

In the above citation, should the comma, which separates the article title between the reference, go before or after the question mark?

The comma is placed correctly in text of the question.

The comma should go after the question mark.
The question mark is part of the title of the work. It would definitely be an error to insert a comma before the question mark.
